I might not suggest the best one, but as far as I know OC&C Strategy do a lot of retail work, this being one of the main areas of specialization for them.

Kurt Salmon are retail-only, as far as I know... they hire people at graduate level as well as those with consulting or retail industry experience (I know as I've been looking at applying!)
