They are more consulting engineers than management consultants, although I accept that there is sometimes a degree of overlap and that Atkins for example claim to offer "management consultancy" services.I would be more inclined towards companies with a project management inclination, where the overlap is much greater and more meaningful, e.g. Hornagold & Hills, Nichols Group. The likes of PA, Boxwood, AT Kearney and IBM also seem to do some management consultancy work in the construction and transport sectors.
